State Utility Regulation

NAWC’s membership is made up of regulated water service companies and those that engage in partnerships with non-regulated municipal utilities, an arrangement known as public-private partnerships (PPPs).

While municipalities set their own rates, private utility rates are regulated by the corresponding state utility commission to reflect the full cost of providing water service. Effective economic regulation is critical to the health of NAWC member companies as well as the exemplary service they provide.

On behalf of our membership, NAWC works closely with state Public Utility Commissions, NARUC and other national associations to communicate and advance best practices NAWC holds several events every year to bring together NAWC member companies, regulators and other key stake holders to discuss issues facing the industry.

The 2012 NAWC Water Policy Forum was held April 22-24, 2012, in Charleston, South Carolina. The purpose of the Forum is to share thoughts, information, and ideas in the form of effective regulatory practices that can be used to build a common understanding of the issues impacting water companies, the customers they serve, and the respective regulatory agencies.
