State Utility Regulation

Our members engage with public utilities commissions and regulators in all 50 states to elevate discussions about the value of water and create long-term solutions to regional water challenges. The private water industry is committed to accountability and transparency.

Contrary to popular belief, our members don't set rates — they present requests for rates through public utilities commissions that follow a thorough and public process for review. Public hearings are held and the public is invited to attend and present their perspectives. All rate increases are based on the cost of providing water and/or wastewater service and must be approved by the public utilities commission.

In the case of a public-private partnership, the setting of rates remains the responsibility of the city — not the private company providing services. This is a fair and reasonable system that works for the benefit of customers as well as private water companies investing in the communities they serve.
